The draft treaty contains provisions in Article 16 ("Strengthening pandemic and public health literacy") that require the WHO's 194 member states to target misinformation. While these provisions don't directly call for member states to censor content deemed to be misinformation, Article 14 ("Whole-of-government and other multisectoral actions") paves the way for Big Tech to perform this censorship on the WHO's behalf. The international pandemic treaty is undemocratic, as it allows a handful of global representatives to decide on rules that apply to their specific countries, limiting the power of politicians and citizens to hold politicians accountable at the ballot box.
